Abstract
This study examines the barriers faced by small and medium-sized enterprises (SMEs) in accessing European Commission communication tenders and proposes reforms to foster inclusiveness. Drawing on interviews, policy analysis, and a high-level panel debate, it highlights structural challenges such as excessive administrative burdens, dominance of large consortia, disproportionate financial and technical requirements, and limited economic viability for SMEs.
The report advances recommendations including simplification and harmonisation of procedures, subdivision of large contracts, more balanced evaluation criteria, and sector-specific SME definitions. It argues that greater SME inclusion is essential to align EU procurement with its objectives of innovation, diversity, and sustainability.
